Everett public-health services, records, vaccines and environmental health help
The Snohomish County Health Department serves the whole county from public-health programs based largely at 3020 Rucker Avenue in Everett. Whether you are coming from Everett, Lynnwood, Marysville, Edmonds, Monroe, Arlington, Bothell or elsewhere in the county, the key is using the right program phone instead of treating the main number like a single clinic desk.
The department handles communicable disease, limited vaccines, STI services, tuberculosis, vital records, septic systems, food safety, public-health preparedness and other prevention work. One common surprise: the Health Department no longer provides WIC directly.

Which Snohomish County public-health service should you use?
Use Vital Records in Suite 104. Bring qualifying identification and eligibility documentation.
Use the Immunizations team. Onsite vaccines are limited and appointment-only.
Use the Snohomish County Public Health Clinic. Current testing/treatment is appointment-only.
Use the dedicated Tuberculosis Program, particularly when public-health case management or contact investigation is involved.
Use Food Safety/Environmental Health before opening, changing ownership or serving food at a temporary event.
Use Environmental Health for designs, permits, installation review, construction clearances and septic complaints.
Complete the Washington-authorized online training. In-person classes are no longer offered by the Health Department.
Do not go to the Health Department expecting a WIC clinic. WIC is now provided through other community providers.
The current department retains qualifying records from the Everett clinic and services previously provided at the former Lynnwood location.
Snohomish County Health Department does not currently provide WIC
This is an important difference from older Snohomish Health District information. The county Health Department states that WIC services formerly offered through the old Health District were taken over by Sea Mar Community Health Centers.
The county also points families to Pregnancy Aid for WIC services in other parts of Snohomish County. Instead of going to 3020 Rucker Avenue for WIC, use the Health Department’s current WIC information page to find the provider serving your area.
Vaccines and immunization records in Snohomish County
The Health Department currently offers limited onsite immunizations by appointment only. Not every vaccine is stocked, and the department does not provide specialized travel vaccines or travel-health consultations.
Call 425-339-5234 and ask whether the vaccine you need is available, who qualifies and what documentation or insurance information to bring.
Clinic clients can request Health Department immunization records, or families can use Washington State Department of Health record-access options.
The Snohomish County Health Department specifically says it does not carry specialized travel vaccines and does not provide travel consultations.
Birth and death certificates at the Everett office
Washington has operated as a closed-record state since 2021. For certified birth and death certificates, applicants must qualify under state relationship rules and provide identity and proof-of-eligibility documentation.
Snohomish County Vital Records can issue Washington State birth certificates from 1907 to the present when the record is available and the applicant qualifies.
The county can issue qualifying Snohomish County records and electronically filed Washington death records within its stated date ranges.
Call 425-339-5290 before visiting if you are unsure about eligibility, acceptable ID, death-record availability or correction paperwork.

Health Department medical and immunization records
The Health Department keeps records of immunizations, TB skin tests and blood tests performed through its Everett clinic, along with applicable records from services previously provided at the former Lynnwood location.
These are different from Washington birth/death certificates and different from records at Providence, Swedish or another hospital or private clinic. To request Snohomish County Health Department clinic records, use the department’s Release of Protected Health Information process.
Send the completed release form and mailing address to the Immunization Program at 3020 Rucker Avenue, Suite 108, Everett, WA 98201.
Use the Health Department release form and fax-cover requirements. The published fax for this process is 425-339-5254.
Visit the Public Health Clinic front desk in Suite 108. Some records may be immediately available, while others can require up to 72 hours.
STI and HIV testing at the Snohomish County Public Health Clinic
The Public Health Clinic at 3020 Rucker Avenue, Suite 108 provides STI testing and treatment services. Current clinic operations are appointment-only and the department warns that availability is limited.
Services include multi-site chlamydia and gonorrhea testing, HIV testing, syphilis testing and additional tests when clinically appropriate.
The clinic lists treatment options for chlamydia, gonorrhea and syphilis, plus eligible Doxy PEP and other treatment based on clinician assessment.

TB exposure, active tuberculosis and case management
Snohomish County’s TB Program handles public-health work around suspected or active tuberculosis, including diagnosis/treatment support, testing after documented exposure, case management, education and consultation with healthcare providers.
The county provides case management for people diagnosed with active TB in Snohomish County, including required directly observed therapy when applicable.
Routine evaluation and treatment of inactive TB can generally be handled through a medical provider rather than Health Department case management.
The county’s general information page lists community provider/laboratory routes for routine TB tests. Call the TB Program if you were specifically exposed to active TB.
Food permits, food-worker cards, septic systems and environmental health
Environmental Health is one of the biggest reasons people need the Rucker Avenue customer-service counter. The program handles much more than restaurant inspections—it also works with septic systems, water/site reviews, food events, certified onsite-sewage professionals and environmental complaints.
Restaurants, mobile food units, markets, caterers and other regulated establishments may need plan review, annual permits and inspections before operating.
Festival, fair and farmers-market food vendors should check permit requirements before the event. Risk level, duration and food handling affect the application and fee.
Report suspected foodborne illness at 425-339-8680. General Food Safety questions can go to 425-339-5250 or the Food Safety voicemail at 425-339-8730.
The Health Department reviews residential and small-business septic designs and installations with design flows below 3,500 gallons per day.
Property owners with septic systems may need Health Department review before additions, remodels or other work can move forward.
The department certifies or licenses septic installers, pumpers and monitoring/maintenance specialists operating in Snohomish County.
Washington food-worker card
The Health Department stopped offering in-person food-worker classes in 2025. The current route is Washington’s authorized online class and test. A valid food-worker card is generally required within 14 days of hire for people handling unpackaged food, food equipment or food-contact surfaces.
| Food-worker item | Current rule |
|---|---|
| Standard online card fee | $10 |
| Training method | Authorized Washington online class/test; county in-person classes are no longer offered. |
| Initial card period | Generally 2 years. |
| Timely renewal | Retaking within 60 days before expiration can qualify for a 3-year card. |
| Replacement | Current published replacement fee is $10. |
How the septic permit process works
Call Environmental Health at 425-339-5250 if you are unsure which application applies.
System design and installation requirements depend on the property and system type. The county maintains professional certification/licensing requirements.
The Health Department reviews permit materials and conducts final inspection after installation and submission of the as-built record.
The county’s process says the installer should backfill only after Health Department approval.
These records can matter later for home sales, remodeling, additions, repairs and maintenance.
Everett visit checklist
