Free lead screening and childhood lead follow-up
TLCHD offers free lead screening and asks residents to call 419-213-2013 for an appointment. The local program also provides education and follow-up when a child has an elevated blood lead level.
Parents of young children, especially those living in or frequently visiting older housing, should discuss lead-risk screening with a healthcare provider.
Lead paint and dust can remain in older housing. TLCHD advises buyers and sellers to understand property history and known hazards.
The County lead program can become involved after a qualifying elevated or poisoned blood-lead result.
Food, sewage, wells, pools, body art and environmental permits
Environmental Health is one of TLCHD’s broadest divisions. It regulates or inspects food facilities, household sewage systems, private water systems, body-art facilities, swimming pools, campgrounds, waste facilities and other environmental-health conditions.
Restaurants, mobile vendors, temporary food operations, retail food establishments and micro markets.
HSTS permits, design review, O&M, well permits, water sampling, mortgage inspections and property evaluations.
Body art, pools, campgrounds, livestock/chicken permits, waste and nuisance-related environmental programs.
Restaurant permits, food inspections and complaints
TLCHD licenses and inspects qualifying food service operations and retail food establishments. The department also handles mobile and temporary food applications and provides a public route for foodborne-illness or facility complaints.
Use the current Food Facility Application and confirm plan-review requirements before opening or remodeling.
Separate applications are published for mobile units and temporary events.
TLCHD states that ownership or license-holder changes require the Change of Ownership form rather than simply renewing under a different holder.
Lucas County septic and HSTS permits
Ohio and TLCHD commonly use the term Household Sewage Treatment System (HSTS) instead of simply “septic.” Lucas County has more than 12,000 such systems, and TLCHD regulates installation, repairs, contractors, inspections and operation/maintenance.
Use the current design/site-review and installation/replacement permit process before beginning construction.
TLCHD performs inspections, mortgage evaluations and operation-and-maintenance oversight.
The program currently publishes a 2026 HSTS Grant Application, income-verification form and income-eligibility chart.
Private water-system permits and well testing
Private water systems include wells, cisterns, hauled-water systems and drinking-water ponds. Constructing, altering or sealing one requires a health-department permit, and only registered contractors may perform specified work.
